Inclusive Education and Special Needs

Ask most teachers what “inclusive education” requires, and the answer often points somewhere else — a special-needs coordinator, a support assistant, a diagnosis on file. The European Agency for Special Needs and Inclusive Education defines it differently: inclusion is a competence every classroom teacher needs, not a specialism reserved for a few.

That’s the premise behind the Agency’s Profile for Inclusive Teacher Professional Learning, a values-and-competence framework used across EU teacher education to describe what an inclusive teacher actually does day to day — valuing learner diversity, supporting all students, working with others, and continuing their own professional learning.

Participants use the Profile as a mirror for their own classroom practice: identifying where their current teaching already reflects inclusive values, where it falls short for specific learners — including students with disabilities, from minority-language backgrounds, or from groups historically pushed to the classroom’s margins — and what concrete changes close that gap. The work stays tied to real lessons and real students, not abstract policy language.

What participants take back isn’t a checklist to post on a wall, but a working sense of where their own teaching sits on the inclusion spectrum — and a specific, personal plan for moving it forward, built around the students already sitting in their classroom.
